Nigeria’s journey toward a cleaner, more sustainable energy future received a major boost as the Nigerian Association of Liquefied Petroleum Gas Marketers (NALPGAM) concluded its 2nd National LPG Conference and Exhibition, held on September 24–25, 2025, at the Balmoral Convention Centre, Sheraton Hotel, Ikeja, Lagos.


Themed “Navigating the Future of LPG: Challenges, Opportunities, and Collaborations,” the two-day event brought together top government officials, legislators, regulators, industry leaders, academia, international partners, civil society groups, and other key stakeholders. The discussions focused on unlocking growth in the LPG industry through stronger collaboration, technology adoption, and policy harmonisation.


Driving Nigeria’s LPG Growth: Key Takeaways

In his keynote address, Hon. Ekperikpe Ekpo, Minister of State for Petroleum Resources (Gas), reaffirmed the government’s commitment to expanding LPG access nationwide. The conference highlighted remarkable progress achieved under the Decade of Gas Initiative, including VAT removal on LPG equipment, fiscal incentives, and terminal expansion.


Speakers including Senator Jarigbe Agom Jarigbe (Chairman, Senate Committee on Gas), Mrs. Olu Verheijen (Special Adviser to the President on Energy), and Prof. Billy Okoye, MFR, shared insights on overcoming the sector’s challenges, from infrastructure bottlenecks to forex volatility while encouraging public-private collaboration to sustain growth.

Increased domestic investment in LPG infrastructure and import terminals.


Improved participation of indigenous investors in the gas value chain.


Recognition of NALPGAM’s members as critical links between depot operators, retailers, and consumers across both urban and rural markets.


Persistent Challenges:


Infrastructure Deficit: Limited bottling and cylinder facilities have slowed down last-mile distribution, especially in rural areas.


Forex and Pricing Volatility: Heavy reliance on imports and currency fluctuations continue to affect affordability.


Safety and Skilled Manpower: The sector still battles illegal refilling and a lack of certified training for LPG handlers.


Policy Gaps: Misalignment between government policies and private sector realities slows implementation of gas initiatives.


Strategic Opportunities and Policy Commitments

The conference identified domestic LPG production as a game-changer, with projects like NLNG Train 8 expected to boost supply and stabilise prices. Stakeholders also urged government support for modular refineries and local manufacturing of cylinders and accessories.


Legislative and Policy Highlights:


The Senate Committee on Gas reiterated its commitment to full implementation of the Petroleum Industry Act (PIA).


Promises were made to strengthen oversight, incentivise modular LPG solutions, and encourage local manufacturing.

At the close of deliberations, the conference outlined seven major resolutions:


Collaboration for Growth: Strengthened partnerships among government, private sector, and civil society to ensure stable LPG expansion.


Safety First: Nationwide LPG safety awareness and certified training for installers and plant operators.


Financing Mechanisms: Innovative funding support from banks for cylinders, tanks, and trucks to ensure affordability.


Infrastructure Expansion: Investment in bottling plants and cylinder recirculation, with focus on rural distribution.


Women & Youth Participation: Promote inclusion of women and youth in entrepreneurship and LPG marketing.


Technology & Efficiency: Adoption of digital tools, data monitoring, and automation to enhance transparency and pricing.


Policy Implementation: Enforce compliance and drive transparency across all levels of LPG policy application.



LPG in Nigeria’s View: Why This Matters
